It is always important to stop and look at the big picture and the best guideline to an architect is to look at how the responsibilities are handled within the organization. As long as this is clear and consistent, you are always in the position to handle changes and new requirements. If the responsibility is fragmented all-over, you might have to terminate a lot of systems and code before you are in a position to move forward:
