KCP grounds every claim against the set of units the planner actually loaded — a claim with no supporting loaded source is surfaced as an explicit gap, never smoothed over, and if any gap exists the answer is held. The verdict is computed by the real groundAnswer adjudication from kcp-agent: attribution is a proposal, membership is adjudicated — a citation to a unit that was never loaded grounds nothing.
